My counterpart one state to the left*, Arizona Republic water beat writer Shaun McKinnon, opines today on Bill Richardson's suggestion that as president he would create a cabinet-level "department of water" of some kind. As someone relatively new to the arcane divisions of federal water labor – ("Which do you work for? The Corps of Reclamation?") – I might applaud this effort if I was allowed as a journalist to take such positions. But I must say that, Shaun's comments notwithstanding, the foundation of Richardson's credentials in the "year of water" legislative session give me pause. Like, essentially, not much happened. The consensus among New Mexico water wonks is that the "year of water" was a bust.
