Man killed in I-25 crash identified

ALBUQUERQUE, N.M. — Authorities have identified the person killed in a Friday evening crash on Interstate 25 just south of Albuquerque, and charged another driver with vehicular homicide while driving drunk in connection with the wreck.

Thomas Fosbre, 69, of Peralta was traveling north on I-25 at Bobby Foster Road when his vehicle was hit from behind by another vehicle driven by 60-year-old Emily Ruffin of Arroyo Seco, the Bernalillo County Sheriff’s Office said Saturday.

Fosbre’s vehicle left the roadway and rolled, the Sheriff’s Office said. He was pronounced dead at the scene. The crash happened around 7:30 p.m.

“Ruffin had an odor of alcohol emitting from her person,” according to a statement issued by the Sheriff’s Office. “She blew a 0.08 or higher and was booked at (the Metropolitan Detention Center) for driving under the influence resulting in vehicular homicide.”
