Commissioners to consider judicial complex bid award

The Sandoval County Commission on Thursday will consider awarding a bid for architectural services to design a judicial complex and public safety facility.

The commissioners will meet at 5 p.m., an hour earlier than usual so commissioners can watch the 7 p.m. football game at Rio Rancho Stadium between city rivals Rio Rancho and Cleveland high schools

The proposal to plan a judicial complex is, in part, the result of a request by Sandoval County magistrate and district court judges, who say they are running out of space and, in the case of magistrate court, need security.

Louis McDonald, chief judge for the 13th Judicial District Court, has said planning for the current Sandoval County district courthouse, which is on Idalia Road, just west of NM 528, began in 1999 for a building to last 10 years. Court staff moved into it in 2005. And Sandoval County Magistrate Judge Richard Zanotti said his court — which is east of NM 528 and is north of District Court, on Montoya Road — has no security.

The commission will also:

  • Hear a request by County Manager Phil Rios for what amounts to refinancing about $4.8 million worth of general obligation bonds from 2004;
  • Hear a presentation on the Sandoval County Youth Art Show by McDonald and Programs Liaison Dominica Montaño. The show will be Nov. 16 from noon to 5 p.m. at the Sandoval County Administration Building in Bernalillo;
  • Hear an update on the Presbyterian Rust Medical Center, which was Rio Rancho’s first full-service hospital. The hospital began taking patients in October 2011; and
  • Consider approving a project agreement between the county and the New Mexico Department of Finance and Administration that would allow the county to use $185,000 to purchase and equip ambulances for the fire department.

The commission meets in the commission chambers on the third floor of the county administration building, 1500 Idalia Road, Building D, in Bernalillo.
