Arguments submitted in Torrance manager case

Two weeks after the preliminary hearing for Torrance County Manager Joy Ansley and contractor Christopher Valdez, lawyers submitted closing arguments to Judge Kenneth Martinez.

Over the course of the Nov. 18-21 hearing, the judge heard testimony relating to four construction projects undertaken by Valdez from July 2007 to November 2008. The state contends Valdez overcharged for the projects – with Ansley’s approval – and the two didn’t follow fair bidding procedures.

The defendants are charged with 10 counts of fraud and making or permitting false public voucher in the construction of the Torreon Fire Station, the Torreon playground, the Duran Fire Substation and the voting-machine storage building.

Martinez has yet to issue a ruling on whether they will face trial.
