Thomas Buckner, a former banker and bank regulator who recently retired from the state Attorney General’s office has announced he will seek election to the District 5 seat on the Rio Rancho city council.

Buckner is the fourth candidate to announce plans to run in the District 5 race.

He joins, incumbent Tim Crum, local business owner Paul Howell and former Rio Rancho police officer Shelby Smith.

District 5 is located in southern Rio Rancho, including Cabezon and a portion of the Corrales Heights area.

The non-partisan municipal election is scheduled for March 4, 2014.

Buckner is a Democrat, the other candidates are Republicans.

Rio Rancho election rules require a runoff in races where there are three or more candidates if one candidate does not receive at least 50 percent of the votes cast.
