Final horse report raises questions

SANDOVAL COUNTY – New Mexico First President Heather Balas presented the final report on the task force on the free-roaming horses of Placitas to county commissioners this week.

The report contained 21 suggestions obtained through a study of legal documents, and dozens of interviews with Placitas residents and representatives from local, state and federal entities. Placitas residents also had an opportunity to comment on a draft of the report at a meeting on May 3.

Suggestions covered topics related to the horses, including legal responsibility, safety, relocation, use of contraception and options for creating some type of sanctuary.

Commissioner Glenn Walters questioned who was supposed to carry out the recommendations. He and Commissioner Don Chapman favored a recommendation to ask the state Attorney General to issue an opinion clarifying who has legal responsibility and authority over the horses.

Mike Neas, the only Placitas resident to attend the meeting, urged the county to lobby the legislature.

“Get them involved to assign responsibility,” Neas said.
