Monsoon watch: an optimistic forecast

This morning’s long lead forecast from the federal Climate Prediction Center has a big greenish monsoon bullseye over the Four Corners for July through September:

These pictures look more optimistic (or pessimistic when they’re brown instead of green) than they actually are. It merely signals a slight shift in the odds in the wet or dry direction.
