Jan Goodwin becomes executive director of N.M. Educational Retirement Board.

Gov. Bill Richardson today named former Economic Development Secretary Rick Homans to replace Jan Goodwin as Secretary of the state Taxation & Revenue Department, according to a Governor's Office news release.

Goodwin was named on Wednesday to be executive director of the New Mexico Educational Retirement Board, the release said.

"I want to welcome Rick Homans back to state government, where I will count on his expertise at the Taxation & Revenue Department," Richardson said in the release. "Jan Goodwin did a great job of making the Taxation & Revenue Department more efficient and responsive to taxpayers, and I look forward to continuing that progress under Rick Homans' leadership."

Homans was Economic Development secretary from 2003 to 2007, a period in which New Mexico experienced historic economic growth, according to the Governor's Office.

He was instrumental in bringing thousands of new jobs and companies such as Tesla Motors, Tempur-Pedic and Southwest Cheese to New Mexico, the release said.

Homans was named director of the New Mexico Spaceport Authority in 2007 and later that year left to take a job in the private sector, according to the release.

Goodwin, who headed Taxation & Revenue since 2003, also has served as director of the State Board of Finance and was deputy director of the State Investment Council, the release said.

As head of the New Mexico Educational Retirement Board, she will oversee the $8.5 billion retirement portfolio of more than 68,000 active members and more than 28,000 retirees, the Governor's Office said.
