An early test for the mayor's new chief administrative officer will be winning confirmation from the City Council. Ed Adams, a 19-year veteran of City Hall, took over as acting CAO last week after appointment by Mayor Martin Chavez. I get the sense that councilors are reluctant to tell the mayor that he can't have the CAO he wants. But they still have a tremendous amount of frustration about their rocky relationship with the mayor's office. Adams, an engineer, has an outstanding reputation for getting things done. He presided over construction of Isotopes Park, which had to be finished on a strict schedule and budget, for example. But managing the political priorities of an ambitious mayor and nine different councilors is another challenge altogether. Council President Brad Winter said he would watch how Adams interacts with councilors before making a decision. "I don't want it to be business as usual," Winter said in an interview. The council isn't scheduled to meet again until August.
