CCP is a program that lets jail inmates serve their sentences or await trial at home. They don't have to post bond. They do have to wear an ankle bracelet and check in with correctional officers three times a week. More than 16,000 people have been placed into the program since it started in February 1995. Over the years, we have written some interesting stories about people who were placed in the program. We decided to create a "CCP Hall of Fame" of some of those stories. In June 2009, Richard Sanchez's body and those of his three sons, whom he abducted in 2001, were found at the bottom of Cochiti Lake. Sanchez had been placed in the CCP in 2001 while serving a sentence for violating a protection order against his wife and was awaiting trial for allegedly raping his sister-in-law. Sanchez was in the process of working out a plea agreement, and knew he was going to jail when he abducted the children, family members said. He was still wearing his CCP ankle bracelet when police found his body.
Serial killer Clifton Bloomfield was placed on CCP after he was convicted of his third felony - armed robbery. Police had no idea he had already killed two of his five victims. In October, Bloomfield was sentenced to 195 years in prison after he plead guilty to five killings. Police have called him one of Albuquerque's most notorious killers.
John Zamora, 21, was on CCP when he was charged with criminal sexual penetration, child abuse and kidnapping. Zamora was awaiting trial for aggravated battery charges with a deadly weapon in connection with a 2006 incident in which he allegedly stabbed a woman. He allegedly raped the same woman while on CCP.
Julian Cordova, who was arrested in April 1995 on rape charges. He pleaded guilty to criminal sexual penetration, aggravated battery and violation of protection order. He went missing in October 1997 from the CCP program. He was on the lam for five years before he was arrested in Seattle on robbery, burglary and kidnapping charges. Jaime Alderete, who had been arrested at least 32 times under five names and various dates of birth, was placed on the program in December 2008. While in the program, he was charged with beating his pregnant girlfriend while wearing his community ankle bracelet.
Charles Barker, 24, was placed on CCP while awaiting trial for 11 sex offenses in connection with two sexual assaults of 12-year-old girls. Bernalillo County District Judge Kenneth Martinez ordered in May 2008 that he be placed in the Metropolitan Detention Center's Community Custody Program. The jail objected and sent two letters to the judge, calling Barker a threat to the community and "the security of the staff."
Blake Gallardo, 15, was approved for CCP in April 2008 after his fourth arrest in a year's time. He was placed in the program after he allegedly stole computers from two elementary schools. He had been placed on probation just hours before the break-ins. Gallardo had previous charges of aggravated burglary, resisting law enforcement, disorderly conduct, battery on a school employee and violating his probation.
Hector Garcia-Salas was arrested after he allegedly shot his 3-year-old son to death inside his home in November 2007. Garcia-Salas was on probation when the shooting occurred. In 2004, Garcia-Salas was arrested after he, his brother and about eight other members of the East Side San Jose Street gang beat up two rival gang members with an aluminum baseball bat and brass knuckles. One of the victims was stabbed three times, according to Metropolitan Court records. In 2005, Garcia-Salas reached a plea agreement with prosecutors on the charges stemming from the beating and was sentenced to 300 days in CCP. He was then placed on probation for three years and was being supervised by a probation officer when his son was killed.
Alexis Thomas Silva, 23, who was arrested on suspicion of sexually assaulting four children over a period of several years was placed on CCP in July 2007 while he awaited trial. He had been indicted on seven counts of criminal sexual penetration and 19 other felonies.
18-year-old Isadore Traiger was in community custody when he robbed two stores at gunpoint. Traiger had been placed on CCP while he awaited sentencing in an assault case. According to court records, he was leaving a party when he tried to run over several people with his car, including uniformed officers.
