    SANTA FE -- The chief clerk of the New Mexico House of Representatives was never prosecuted after his arrest on suspicion of drunken driving in September 1997.
    Stephen Arias was never summoned to appear in Santa Fe County Magistrate Court, and court records show the charge against him was dismissed under the State Supreme Court rule that requires most cases to be prosecuted within six months.
