Rio Rancho council reprimands Mayor Tom Swisstack

Rio Rancho councilors voted 4-2 Wednesday night to censure Mayor Tom Swisstack for seeking funding for a park suitable for disabled children that was not on the council-approved list of capital outlay projects.
