SORTING OUT ENERGY CONSERVATION CODE RULING — Construction and development trade groups and city officials in Albuquerque were trying on Wednesday to grasp the practical impact — what happens to ongoing and new projects — after a state Court of Appeals ruling that rejected Martinez Administration energy conservation codes. The state also was weighing whether to appeal or to reconsider, explain and re-vote on the codes in question as instructed by the court.

STOCKS RISE, PUSH S&P TO NEW RECORD — Stocks rose sharply on Wall Street Wednesday, pushing the Standard & Poor’s 500 index to an all-time high. Technology stocks, including Intel’s, surged after network communication company Adtran reported earnings that were double what Wall Street analysts expected.

ABQ BEST CITY FOR PET TRAVELERS — Albuquerque has been named America’s best city for four-legged travelers. The travel booking site Priceline.com compiled the top 10 list of the city’s most friendly for travelers with pets based on the number of pet-friendly hotels, the number of off-leash dog parks per hundred thousand residents and the city’s walkability.

NLRB APPOINTMENTS — President Obama has nominated three candidates for full terms on the National Labor Relations Board, which has been in limbo since a federal appeals court invalidated his recess appointments. the move is already facing opposition from Senate Minority Leader Mitch McConnell, R-Ky.
