Mayor-Elect Names 5 Department Heads

       Mayor-elect Richard Berry named five new department heads for his administration Wednesday, emphasizing that he believes they'll bring real change to City Hall.
    That message comes a day after critics said his reappointment of the incumbent police chief represented "more of the same" in city government. Berry last month defeated three-term incumbent Martin Chávez.
    Berry said Wednesday that he's building a "highly efficient" administration.
    The appointments are:
    • Robin Dozier Otten as Albuquerque's director of Family and Community Services. Otten is a lawyer who served as Human Services secretary under Gov. Gary Johnson.
    • Barbara Bruin as director of Animal Welfare. Bruin, also a lawyer, is a member of the state Attorney General's Animal Cruelty Task Force and a board member of Animal Humane New Mexico. She has also worked for the Pennsylvania Public Utility Commission, U.S. Department of Justice and New Mexico Alliance for Legal Reform.
    • Jorja Armijo-Brasher as director of Senior Affairs. She has served as manager of the city's Division of Child and Family Development. Her husband, Michael Brasher, is a Bernalillo County commissioner.
    • Barbara Baca as director of Parks and Recreation. She has been a city division manager and worked for the National Park Service.
    • Eugene Moser as director of Human Resources. He has been principal analyst for the Legislative Finance Committee.
    The Animal Welfare Department, which Bruin will head, has been a source of controversy over the years, as some critics have pushed the city to hire an experienced shelter manager as director.
    But Peggy Weigle, executive director of Animal Humane, said she believes Bruin's work with that group gives her a "good overview on what it takes to operate a shelter in a very positive, responsible way."
    Weigle added: "I think she's going to do a great job. I really think that she's got a unique combination of skills."
