3 Department Heads Appointed

       Mayor-elect Richard Berry announced three new department directors on Monday, including the rehiring of retired city Treasurer Lou Hoffman.
    Hoffman, who served as treasurer from 1987 to 2006, will be Berry's director of finance and administrative services. Hoffman supported Richard Romero's campaign for mayor, but that apparently wasn't a problem.
    "Lou brings exactly what I want for this department," Berry said in a news release. "He has three decades worth of experience in finance management and is considered to be an expert in this field. Lou will help guide our city into a better financial situation."
    Berry announced that Deborah Stover will take over as planning director and that John Soladay will serve as director of solid waste.
    Stover has been a senior policy analyst for the City Council on planning and urban design. Berry praised her previous experience in the city Planning Department as a manager and her drought-planning work with the state Engineer Office.
    Soladay has been running the city's Environmental Health Department. Berry said Soladay knows how government works and pointed out that he is a retired public works director from the city of Redondo Beach, Calif.
    Berry also announced three acting department heads: Mary Lou Leonard will move from deputy director to acting director in environmental health, Randy Autio will continue as city clerk for now, and Bob White will continue as city attorney for now.
    The ap-pointments of a city clerk and city at-torney will take approval from six of the council's nine members. The City Charter requires those positions to be filled through a competitive process, which Berry says will begin as soon as he takes office Dec. 1.
