EL PASO Electricity was restored to most of downtown El Paso this morning, following Thursday night's underground explosion that sent flames shooting out of two manholes and left part of the city without electricity.
Teresa Souza, an El Paso Electric spokeswoman, said the only significant outages this morning were at the El Paso County courthouse, a health clinic, a school and a restaurant. Souza said it was unclear when power might be restored to those buildings.
The cause of the 8:30 p.m. blast was still unclear this morning. The explosion happened in an underground electrical vault, a 4-foot-by-4-foot room, that adjoins a sewer line, Souza said.
El Paso Fire Lt. Danny Medrano said witnesses saw flames jet as high as 8 feet from some manholes along the one-block area above the blast. Some people got stuck in high-rise elevators.
