Española Bans Cell Phone Use Behind Wheel

      ESPANOLA — Española police will begin issuing warnings July 1 to people talk, dial or text-message on their cell phones behind the wheel.
    The warnings will continue until Aug. 14, when officers will begin writing tickets that will cost violators $100.
    Mayor Joseph Maestas says the 45-day grace period is aimed at spreading the word about the ordinance, passed June 10.
    Maestas says the city already has put up signs about the ban at all four entrances to Española.
    The community joins Santa Fe and Albuquerque in banning cell phone use while driving except with a handsfree device or in emergencies.
    Española's ordinance also bans other behaviors that interfere with driving safely, such as holding a pet on the driver's lap.
