Delays Costly to El Paso Federal Building Contractor

      EL PASO — An Alabama company faces more than $600,000 in fines for being nearly a year behind in the construction of a new federal courthouse in downtown El Paso.
    Caddell Construction is being fined $2,000 a day for delays on the $74 million project that was supposed to be finished by last December. So far, Caddell faces $636,000 in fines.
    With construction nearly 90 percent complete, Senior U.S. District Judge David Briones told the El Paso Times he expects court personnel to move into the new building by May or June 2010.
