    Richardson Seeks Federal Help for Torrance County

      SANTA FE — Gov. Bill Richardson has asked the Small Business Administration to declare a disaster in Torrance County where a forest fire charred more than 21 square miles and destroyed 59 homes. The governor said today an SBA designation would give residents who lost homes, businesses or property the chance to apply for low interest loans.
