      What a difference a week makes. Last week people were doing all they could to stay cool. On Monday, they were doing all they could to stay dry. Last Monday: Albuquerque hit 100 degrees and had just ended a two-week span without measurable precipitation. This Monday: More than an inch of rain fell in some parts of town and temperatures topped out at 78.

    Water Issues Need Better Forum

      Brad Udall likes to describe the West's water problems as a collision between 19th century law, 20th century engineering and 21st century realities. Few recent issues in New Mexico illustrate the quandary as clearly as the ongoing battle over a proposed water rights deal between the Interstate Stream Commission and computer chip maker Intel. Udall, who heads a University of Colorado water research group, is a frequent speaker around the West on the region's future water problems. I most recently heard him make this point on a hot April day in Las Vegas, Nev., at a conference on coping with dwindling levels in the Colorado River's reservoirs, as drought, climate change and rising use sap the region's water supply.
