I am writing to commend Rep. Jason Harper for his outstanding leadership in protecting New Mexico’s lottery scholarship fund during the past five legislative sessions.
During this year’s legislative session, Rep. Harper sponsored House Bill 441, which would have transferred unclaimed lottery prizes to the scholarship fund, in addition to the 30 percent of lottery revenues that already go to scholarships. Along with adding several million dollars a year to the scholarship fund, House Bill 441 would also have increased the accountability of the lottery by requiring that any bonuses paid to lottery managers be based on the dollars delivered to scholarships.
The bill passed the House unanimously but, unfortunately, was not brought up for consideration by the Senate.
We greatly appreciate the way that Rep. Harper has consistently led the legislature in making sure that it puts the interests of students first and fulfills its statutory mandate to “provide the maximum amount of revenues” for scholarships at the state’s public universities.
