$2.75M incentive deal to create 200 jobs in Santa Teresa, Doña Ana County officials say

stjobsLAS CRUCES — Doña Ana County commissioners OK’d an incentive deal that’s aimed at creating nearly 200 new jobs in Santa Teresa along the international border.

Commissioners in a 5-0 vote OK’d an ordinance that sets up the county as a go-between to channel some $2.75 million in state economic development incentive funding to Turkish company CN Wire Corp. for a copper wire manufacturing plant.

The dollars would be for the company to buy 15.8 acres of land and to renovate a roughly 250,000 square-foot building in a Santa Teresa industrial park.

In return, the company would be obligated to create at least 195 full-time jobs by July 1, 2017, according to the agreement OK’d Tuesday.

The company already has started the search for its first employees, mainly in human resources and purchasing, said William Harold of CN Wire Corp.

“We think we should begin some sort of production in August or September and full production next year,” he said.

Davin Lopez, executive director of the Mesilla Valley Economic Development Alliance, said the organization is working on hosting a job fair with CN Wire Corp. for people to apply. He said the date isn’t set yet.

Harold said the fair likely will happen in June “at the latest.”

Before approving the measure, Doña Ana County commissioners added a provision to the agreement that asks the company to report the job types and state of residence of its employees every six months.

Commissioners said they wanted to gauge the benefit of the incentive dollars to New Mexicans.

Lopez told county commissioners that the state dollars funding the incentive, via what’s known as the Local Economic Development Act, are “already budgeted” at the state level. It’s only a matter of where they’re going to be allocated.

Jobs needed for the manufacturing facility include unskilled, skilled, professional positions, Harold said.

The company also will receive about $500,000 in job-training funds from the state, Lopez said.

The state Job Training Incentive Program, called JTIP, reimburses employers for between 40 and 75 percent of wages for on-the-job and classroom training for workers in newly created jobs, according to the New Mexico Partnership website.
