ALBUQUERQUE, N.M. — Cynthia Vigil Jaramillo, the last known victim of serial torturer and possible serial killer David Parker Ray, told her story for this first time publicly this morning at FBI headquarters in Albuquerque.
“This was a very sick man,” Jaramillo told reporters. “The only thing that gives me any comfort is that he’s gone.”
