HOUSE BILLS
HB283 Changes in tax administration, including allowing the Taxation and Revenue Department to release to the Gaming Control Board the tax returns of license applicants and their affiliates. Effective July 1.
HB819 Allow Albuquerque Public Schools, if voters approve, to operate as a "special urban district" essentially a charter school district, with greater flexibility in areas including teaching load, staffing patterns, subject areas and instructional materials. Effective immediately.
SB241 Eliminate extraterritorial zoning in Bernalillo County and prohibit Albuquerque from annexing territory within Bernalillo County without the approval of county commissioners. Effective July 1.
SB449 Enact the Home Loan Protection Act, prohibiting abusive practices in home mortgage lending and regulating high-cost home loans made after Jan. 1, 2004. Effective June 20.
SB451 Require counties and municipalities to act within 90 days of receiving a petition to create a public improvement district; otherwise, the petition is deemed accepted. Effective June 20.
SB887 Create the Albuquerque-Bernalillo Water Utility Authority, made up of three city councilors, the mayor, and three county commissioners, to administer the water and wastewater utility of Albuquerque and Bernalillo County. Effective June 20.
