Types of Housing Assistance

The Housing Opportunities for Persons With AIDS program offers three main types of housing assistance:

g Tenant based rental assistance offers rental aid to low-income families.

g Short term rent, mortgage, and utility assistance help individuals and families who are at risk of homelessness by providing rental, mortgage, or utility payments and improving access to supportive services.

g Permanent housing placement assists unhoused families in transitioning to permanent housing by covering application and credit check fees, one-time utility connection fees, rental security deposits, and first and last months’ rent.

The New Mexico Mortgage Finance Authority awarded $1.3 million to fund housing assistance for New Mexicans living with HIV or AIDS.

Bernalillo County has 1,650 reported cases of HIV/AIDS — the highest amount in the state. Statewide there are 3,896 reported disgnoses. After Bernalillo, the most-affected counties are Santa Fe, Dona Ana and Sandoval.

The Housing Opportunities for Persons With AIDS program is a federal initiative that assists low-income people and families with HIV/AIDS with securing housing through tenant based rental assistance, short term rent, mortgage and utility assistance and permanent placement assistance.

The Southwest CARE Center administers HOPWA in the northern region of the state and received $1 million of the funding. Alianza of New Mexico administers HOPWA in the southern region of the state and was awarded $350,668.

The NM MFA is funded by the U.S. Department of Housing and Urban Development, and then awards the funds through a competitive application process.

In June, the MFA approved $7 million to fund the Three Sisters Apartments, a 70-unit apartment complex in Las Cruces being developed by Chelsea Investment Corporation. Half of the funding came from the Coronavirus State and Local Fiscal Recovery Funds, while the other half came from the New Mexico Housing Trust Fund.

g In April, the MFA provided $1.25 million in Coronavirus Sate and Local Fiscal Recovery Funds for the Taos Navigating Emergency Support Together project, which is aimed at enhancing community members’ access to support services and emergency shelters.
