Have you ever been arrested for, charged with, or convicted of drunken driving, any misdemeanor or any felony in New Mexico or any other state? If so, explain.

No

Have you ever been involved in a personal or business bankruptcy proceeding?

New Mexico is highly reliant on the oil and natural gas industries to generate revenue to fund state programs, as evidenced by recent oil boom and bust cycles. What steps should the state take to diversify its economy and revenue base?

New Mexico should invest in renewable energy, technology, and tourism to diversify its economy and reduce reliance on oil and gas. Encouraging small business growth and innovation through incentives and streamlined regulations can also broaden our economic base. Strategic investments in education and infrastructure will support long-term economic stability.

Would you support or oppose a paid family and medical leave program that would require most employees and employers to pay into a state-run fund?

I support a paid family and medical leave program if it’s structured to balance the needs of employees and the capabilities of employers, particularly small businesses.

What more, if anything, should the Legislature do to address a court ruling that found New Mexico is failing to provide a sufficient education to all students?

The Legislature must increase funding to ensure equitable access to quality education across all districts, particularly in underserved areas. Investing in teacher training, infrastructure, and technological resources is crucial. Additionally, incorporating community feedback into educational reforms can help tailor solutions to meet diverse needs effectively.

What changes, if any, should New Mexico make to its gross receipts tax code?

New Mexico should refine its gross receipts tax to ensure it's fair and does not stifle economic & business growth. Streamlining the tax code to eliminate unnecessary complexities can enhance business competitiveness while maintaining essential public funding. This balanced approach benefits both our economy and community services.

What changes, if any, should New Mexico make to its election laws and primary system? Do you support or oppose opening the state's primary elections to voters who aren't affiliated with either major political party?

I support opening New Mexico's primary elections to voters who aren't affiliated with either major political party. Adopting open primaries can increase voter engagement, encourage broader participation, and ensure that more voices are heard in our democratic processes. This change would make our electoral system more inclusive and representative.

The State Land Office isn't leasing any new land until the Legislature raises oil and gas royalty rates. Would you support or oppose raising oil and gas royalty rates?

I support raising oil and gas royalty rates to align with fair market values, ensuring New Mexico remains competitive with other states. This approach balances industry growth with the state’s fiscal health, securing fair returns on public resources while fostering a robust energy sector.

Do you support or oppose the state treating brackish and produced water? The New Mexico Environment Department has proposed reuse for certain projects not related to drinking water, like generating green hydrogen or running hemp farms using produced water.

I support treating brackish and produced water for reuse in non-potable applications, provided it’s scientifically demonstrated to be safe and environmentally sound. This approach can conserve fresh water and contribute to sustainable practices if managed with rigorous oversight.

What steps should the Legislature take to address crime and improve public safety?

To address crime, we must invest in community policing, expand mental health resources, and enhance youth engagement programs. These steps foster trust between law enforcement and communities, tackle underlying causes of crime, and ultimately lead to safer neighborhoods.

Would you support or oppose a ban on automatic weapons?

I support regulations that reserve fully automatic weapons for military use. Ensuring the safety of our communities while respecting lawful gun ownership requires balanced, thoughtful gun laws. This approach helps protect our citizens without infringing on constitutional rights.

What steps do you believe should be taken to improve New Mexico's economic competitiveness?

To boost New Mexico's competitiveness, we must support small businesses and bridge educational gaps. Strengthening trade education and workforce development will equip our youth with essential skills for high-demand jobs, driving economic growth and ensuring our state thrives in a diversified economy.

New Mexico is the only state that does not pay its legislators a salary, though lawmakers do receive per diem payments and can qualify for a legislative pension. Should lawmakers be paid a salary?

Yes, I support paying our legislators a fair salary to ensure everyone, not just those with personal wealth, can serve. However, this should be coupled with implementing term limits to encourage fresh ideas and prevent career politicking, fostering a more dynamic and representative governance.

Anything else you would like to add?

I’m committed to fostering a thriving, inclusive community in Senate District 12. My campaign is about real issues and real people. Together, let's champion education, support local businesses, and enhance our quality of life. I’m Phil Ramirez, and I'm ready to be your voice in the New Mexico Senate.
